Port Roadway Construction Notice: Cruise Terminal 25-28 Complex

Construction begins this August near Cruise Terminals 25–28 as part of a port roadway improvement project. The work, focused on safety and traffic flow, includes pedestrian upgrades and utility improvements along Wharf Road.

Drivers should expect traffic delays during peak times in and around the Cruise Terminal 25-28 complex due to road construction in August.

Crews will begin construction in early August on a section of port roadway from the 23rd Street cruise complex entrance east for about 80 feet. A portion of the north lane will be under construction until early September. There will not be a traffic pattern change during this phase of construction.

The construction is part of a phased port project to improve vehicular and pedestrian safety on the port’s 2-mile-long Wharf Road. The internal roadway expansion is also intended to help alleviate traffic congestion on Harborside Drive.

This phase includes rebuilding and improving Wharf Road between 20th and 23rd streets. Work includes:

  • Removing unused railroad tracks
  • Building sidewalks and signalized pedestrian crosswalks
  • Installing traffic lights on Wharf Road at 20th and 23rd streets
  • Improving storm sewer and water lines
