Port Director & CEO 


Rodger E. Rees officially joined the Port of Galveston as Port Director/CEO on January 15, 2018. The Port of Galveston is a public agency, an “Enterprise Utility” of the City of Galveston, functioning as a “Landlord Port” covering more than 840 acres on Galveston and Pelican Islands, with nearly 100 employees, total capital assets of $147.823 million and currently generating more than $52 million in operating revenue in 2019. The Port of Galveston is one of Texas’ major deep water seaports and is the fourth busiest cruise ship home-port in North America. Mr. Rees is responsible for the successful overall management of the Port including engineering and facilities, operations and Port Police, all administrative functions, business development and growth, strategic marketing, finance and the operations of the Port’s cruise terminals and maritime facilities. 

Mr. Rees formerly served as the Deputy Executive Director and Chief Financial Officer for the Canaveral Port Authority located in Cape Canaveral, Florida. In his senior executive role there, he was responsible for the management and safeguarding of the Port's financial assets as well as all the financial functions of the 3,300-acre seaport. He regularly advised the Port Commission, CEO, and department heads on financial, budgetary, and debt issues. He also administered and managed a $93 million operating budget and $545 million capital budget. Mr. Rees has worked with investors and banks to place more than $200 million in financing for a new cruise terminal, major projects including renovations of the  Port's existing cruise terminals, road projects, and real estate acquisitions. He was the executive sponsor for the implementation of a Port-wide integrated software system and managed a departmental staff of 16 professionals.

Mr. Rees is a Certified Public Accountant, licensed in the State of Georgia, with over 25 years of executive management experience. He has demonstrated his leadership skills as an entrepreneurial founder and Chief Executive Officer of two successful financial services companies where, in addition to all financial and administrative responsibilities, he displayed his talents in business development using a hands-on management style. As Chief Financial Officer of AMEX and NASDAQ.BB traded companies, he has a unique talent in handling detailed financial and managerial reporting requirements for public company filings as well as the corporate treasury and budget functions. 

Mr. Rees is a graduate of East Tennessee State University with a Bachelor of Science degree in Accounting. In addition, he has completed the Certified Port Executive Program.
